Quick answer: Dutch renters usually do not need to insure the building itself — that is normally the landlord’s responsibility — but your own belongings are not automatically covered by the landlord’s policy. An inboedelverzekering covers household contents, while an aansprakelijkheidsverzekering voor particulieren (AVP) covers many situations where you are legally liable for damage to someone else. Neither is generally required by Dutch law, but both can protect you from large losses.

What is an inboedelverzekering?
An inboedelverzekering is contents insurance. It covers belongings in your home that are not permanently attached to the building — for example furniture, curtains, electronics, clothing and many other personal possessions — against risks defined in the policy.
Consumentenbond notes that contents insurance is not legally mandatory, but recommends it because losses from events such as fire or burglary can be substantial.
What does the landlord normally insure?
The owner generally arranges opstalverzekering for the structure of the property. That normally concerns the building itself rather than your sofa, laptop, clothes or other movable possessions.
If you rent an apartment, building insurance may be arranged by the owner or the owners’ association (VvE). That still does not mean your personal belongings are insured.
What is huurdersbelang?
Huurdersbelang means improvements or additions to a rental home that belong to you rather than the landlord — for example a floor, upgraded kitchen feature, built-in improvement, painting or other change you paid for or took over from a previous tenant.
Consumentenbond warns that these improvements may not be covered by the landlord’s building insurance. Check whether your contents policy includes tenant improvements and whether the insured limit is high enough.
What is an AVP liability policy?
An AVP covers private liability when you or an insured household member are legally responsible for injury or damage to someone else’s property, subject to policy terms and exclusions.
Consumentenbond confirms that an AVP is not legally mandatory in the Netherlands. It is nevertheless widely recommended because personal-injury claims can become very expensive.
Does AVP cover damage to your rental home?
Sometimes, but not every type of rental damage is covered. Liability policies can exclude damage to property you rent, borrow or control, or apply special conditions. If you accidentally damage the rental property, check the exact policy before assuming AVP will pay.
This is also why the security deposit and insurance serve different purposes: a deposit is not an insurance policy, and insurance does not automatically erase your responsibility for damage.
What should newcomers compare?
- insured amount for household contents;
- new-for-old value vs current-value rules;
- theft and burglary requirements;
- water, storm and fire cover;
- accidental-damage/all-risk cover;
- coverage outside the home;
- high-value electronics, jewellery or bicycles;
- tenant improvements (huurdersbelang);
- deductible/excess;
- who counts as an insured household member.
Do roommates need separate insurance?
Do not assume your roommate is automatically covered. Policies often define who belongs to the insured household. Unrelated housemates may need their own policy, while partners or family members can sometimes be included under one household policy.
Five common renter mistakes
- Assuming the landlord’s insurance covers your belongings.
- Buying contents insurance but forgetting expensive bicycles or electronics.
- Ignoring tenant improvements you paid for.
- Assuming AVP covers every type of rental-property damage.
- Not updating the policy after moving, cohabiting or buying expensive possessions.
